You are the one failing to understand what it means. As you rightly point out the largest section polled was independents. Assume all Democrats vote for Obama and all republicans Vote against him, and all that matters is the Independents.

OK, so what happened to the 2010 budget? President may "write" the budget (which they don't lift a pen actually) but the House and Senate have to pass it. When you can admit to yourself that both parties have chosen the wrong path in many years, you will free yourself of petty, useless partisan politics.
