The No Child Left Behind Act was signed into law by George Bush in 2002 with one primary goal in mind: eliminate the educational achievement gap between blacks and whites. The program tried to achieve its goal by forcing schools to render ALL students, without regard to race, capable of passing standardized competency tests in math and reading by 2014. Where does it state that NCLB was designed SPECIFICALLY for Black children in that article? Why does it seem that you are singling out "the Blacks", no other demographics were covered by NCLB?

The article did not state that NCLB was specifically trying to alleviate black underachievement, and neither did I. Instead of trying to spin my post, why can't you deal with the facts? I said it was PRIMARILY a program designed to address low black achievement.

The politicians who enacted NCLB naively believed they could remedy this “injustice” by pressuring the states to devote more classroom resources to developing the intellectual abilities of black children.

Look at your OP, it SOLELY focuses on"the Blacks" when the link that you provided talks about Blacks and Hispanics and lower income children and families. So NO, the NCLB act was NOT made PRIMARILY for only Black people.
