He didn't take it as spoils of war and he was the one who began the practice of negotiating with terrorist, not Carter. Carter kept the hostages in Iran and refused to negotiate. What Carter did was refuse to exercise American power by demanding the hostages back within 24 hours, or strangling that Islamist baby in the crib if they were not returned.
