You are correct, Clinton's popularity did improve heading into the 1996 presidential election.

In 1992, Clinton won only 43% of the popular vote, with Perot taking nearly 19% of the popular vote. The Perot factor quite possibly led to the defeat of Bush Sr., who had a showing of 37% - which is what Perot wanted - they two families despised each other.

In the November, 1996 election, Clinton improved his showing considerably, getting 49% of the vote against challenger Bob Dole, who had 41%. Perot played a far less critical factor in this election, getting just 8% of the popular vote.

One then must look just a bit more closely on what Clinton did that year to improve his standing with the American public. The summer of 1996 was a flurry of legislative activity for the president. He brilliantly took a long-standing proposed policy of the Republicans, and while initially refusing to concede to the Repubican demands for reform, then grasped the legislation and declared to the American people victory - in essence making the issue his own. While this lost him support among his liberal base - liberals have always been a minority in the electorate, and thus, Clinton made great gains among both Independents, and even some conservatives. He also enacted a self-employment tax reform, pushed for allowing school uniforms, signed Megan's Law, and the Patient's Bill of Rights. These were all moderate to conservative legislation - and thus ,struck a chord with America's political center and right of center.

Obama will either emulate the Clinton playbook, or he will remain being controlled by the liberals currently controlling his party. If he chooses the latter, he will have a very difficult time in the coming months and years...

The U.S. military is a socialist institution and I have a hard time finding conservatives who don't want to make that socialism even bigger.

Personally I find it hard to believe that Bill Clinton had worse ratings--Gerald Ford--I understand because he was "selected" not "elected."
