Did the Bush spending include the two wars that he was keeping off the books?
The Congress was FREE to defund it at anytime weren't they?

The Bush wars were funded as supplemental appropriations and were not part of the Bush budget. When Obama came in, he insisted on the wars being reported as part of the budget

Except... the statistics come from OUTLAYS of the fiscal years, not just the budgeted amounts.:
