NEW YORK (CNNMoney) -- Nobody's really talking about this slice of the pie, but Mitt Romney's "47%" who pay no federal income tax include several thousand of the highest-income households in the country.

The Tax Policy Center estimates that 4,000 households with incomes over $1 million ended up with zero federal income tax liability in 2011. Another 14,000 made between $500,000 and $1 million.

Why do so many Americans work their asses off..but do not make enough to pay federal taxes..

The Great Compression refers to "a decade of extraordinary wage compression" in the United States in the early 1940s. During that time economic inequality as shown by wealth distribution and income distribution between the rich and poor became much smaller than it had been in preceding time periods. The term was reportedly coined by Claudia Goldin and Robert Margo[1] in a 1992 paper,[2] and is a takeoff on the Great Depression, an event during which the Great Compression started.




According to economists Thomas Pikketty and Emmanuel Saez, analysis of personal income tax data shows that the compression ended in the 1970s and has now reversed in the United States, and to a lesser extent in Canada, and England where there is greater income inequality metrics and wealth concentration. In France and Japan, who have maintained progressive taxation there has not been an increase in inequality. In Switzerland, where progressive taxation was never implemented, it never occurred.[5]

Economist Paul Krugman gives credit for the compression not only to progressive income taxation but to other New Deal and World War II policies of President Franklin Roosevelt. From about 1937 to 1947 highly progressive taxation, the strengthening of unions of the New Deal, and the regulation of the National War Labor Board during World War II, raised the income of the poor and working class and lower that of top earners. Krugman argues these explanation are more convincing then the conventional Kuznets curve cycle of inequality driven by market forces because a natural change would have been gradual and not sudden as the compression was.[6]

Explanation for the length of the compression's lasting have attributed to the lack of immigrant labor in the US during that time (immigrants often not being able to vote and so support their political interests) and to the "Treaty of Detroit" -- a landmark 1949 business-labor bargain struck between the United Auto Workers union and General Motors. Under that agreement, UAW members were guaranteed wages that rose with productivity, as well as health and retirement benefits. In return GM had few if any strikes, slowdowns, etc.[7]

Decades of conservative economic policies beginning in the 1980s have slowly resulted in a re-emergence of the wealth inequality that had existed prior to the great compression.[8] The reversal of the great compression has been called "the Great Divergence" by Krugman and is the title of a Slate article by Timothy Noah.[9] Krugman also notes that era before the Great Divergence was one not only of relative equality but of economic growth far surpassing the "Great Divergence". [10]

yeah, they did everything in their power to destroy her. She actually had quite a good history of working with the Dems in Alaska, and that is what scared the heck out of them.

What would be NICER is if everyone and every dollar was treated the same.. the minimum wage worker paying (just a number for shits and giggles) 15%, the millionaire paying 15%, the 60K factory worker paying 15%, the 150K company director paying 15%, the 40K teacher paying 15%

But we know you can't play your little class warfare games and pander for votes that way
 
There will always be Haves and haves not's because they'll always be people who are more ambitious than others. But, the one thing that has always been true in any civilization is that the rich and the ruling party be it kings or democratic elected officials the rich seem have an easier time getting what they want then someone like me or you. But what is the solution well in my humble opinion the best way to solve this problem is not to grow government but to shrink it. That way insures that the rich can not use elected officials since they don't have the power for bailouts or killing competition like they can do now. But that's just me and I could be wrong but we just can't keep going on the this path we are on now.

In obama's infamous statement where he admits that he supports redistribution, he also says that he supports pooling resources. Those would be resources owned by individuals that the government would first have to confiscate before they could be pooled.

I love this "fairness' game you folks like to play. 15% of a 40K salary is not the same as 15% of a 150K salary. They simply do not have the same impact.

And 15% of income tax isn't going to pay for the thousands of nukes, 5 carrier fleets, and million ground troops you folks seen to think we need at the ready each and every day. And that's not counting R&D and brand shiny new killing machines.

The tax rate for the top income earners inf 1954 was 91% starting at 200K. For the low income workers, the tax rate was 20%. Today, the top bracket starts at 379K and is 35% with the low earners pay 10%. Our money began disappearing under Reagan and Bush where it started at 70% for the richest people a dropped further to 28.5%. Since then, the tax rate bounced like an out of control ping pong ball under Clinton and Bush Jr.

Not less that 30 years ago, the 1% were paying 70% tax. It's time to stop the bleeding off of our tax dollars by the richest people who stash the cash in a jackpot somewhere else than America to avoid a rate that's more than 1/2 of what our past generations paid. It's time to get our leeching taxes back. We need the tax dollars to at least assume the resemblance of what America used to be. Our debt it like a bottle rocket using unlimited energy that's no longer controllable.

Those complaining of redistribution of wealth are blaming the wrong generation. This program began a long time ago. Today's generation is only guilty of being the messenger.

Can anyone name the nations that do not redistribute the wealth? One of my old 101 textbooks lists five economic functions of government, and number three is "redistributing income and wealth."
