How do you know he NEVER owned a pair of shoes? Likely he owned a pair of shoes before he became mentally ill, a drug addict or alcoholic. He's too mentally deranged to know that he's entitled to free stuff or where to go for free stuff, something he would be told at any shelter or soup kitchen.

Reagan had to close those hospitals. The ACLU won a court case and they were closed by an order of the Court. You can't lock people up against their will if they haven't committed a crime. You can't put people away for being mentally ill.

It took three years of litigation for the ACLU to close Willowbrook.

Historians David and Sheila Rothman subsequently published a detailed account of this process in their widely-read The Willowbrook Wars. In 1983, the state of New York announced plans to close Willowbrook, and the last children left the grounds in 1987. The nationwide publicity generated by the Willowbrook case helped contribute to passage of the Civil Rights of Institutionalized Persons Act of 1980.

Your criticism and correction are acknowledged and I (regrettably) extend apology to the memory of Ronald Reagan for my error. No harm done, however, because there remains plenty to despise that dimwitted corporatist puppet for.

No he won't wear them because he is nuts which is why he's out there to begin with. They are hoarded away with the rest of his stuff some of which are probably other shoes.

Actually it is you who makes use of a story which, while not totally false, imparts the same effect:

The fact is the ACLU lawsuit you cite does not apply to all mental patients but mainly to those who are committed to asylums by court order without psychiatric recommendation. And the suit was prompted by the appalling conditions in some asylums. While the Carter Administration did implement provisions (funding) to correct those conditions Reagan rescinded that funding which caused thousands of mentally disturbed patients to be discharged onto the streets.

So the fact remains; Ronald Reagan is indeed responsible for derelicts such as the one in the DePrimo story -- and many thousands more.

Overall, the number of beds available to the mentally ill in public and private hospitals dropped ov er forty percent between 1970 and 1984 (Reamer, 1989). During the 1980s, the number of beds provided by general hospitals in psychiatric wards and in private hospitals for the mentally ill increased. In 1970, there were 150 private psychiatric centers; in 1980, there were 184; by 1988, there were 450 in the United States. General hospitals offering psychiatric services increased from 1,259 in 1984 to over two thousand in 1988 (Reamer, 1989, 25; LaF ond and Durham, 1992, 115-16). With such growth in the private sector, there were substantial profits to be made in mental illness, assuming that the patient had adequate health insurance. As it turns out, Jeffrey Hillman, the homeless man isn't homeless at all. His shoes are probably at his place. Neither is he without a family. He has just refused their help preferring life on the street. Preferring to go shoeless.

The world was a better place when we were doing exactly that. The warehouses were federally subsidized state mental hospitals. But Reagan cut the funding to those places so he could send more money to his buddies in the Military Industrial Complex.

There is so much hate and fear concentrated on this board. Its sad and hurtful to see people post obvious lies just get sympathy. Or people who post lies to cause more hate and fear.

Thanks for saying this because, no matter else may or may not be true about this story, one person reached out to help another for no other reason than caring and compassion and all the hate and suspicion and fear does not change that.

Dems now would say the state should not impose on civil liberties and the Pubs would argue states and free markets are the answers.

The homeless man said he'd never had a pair of shoes. DePrimo purchased a pair of insulated boots and thermal socks and put them on the man's feet.

The recipient of the shoes may be a POS, but it still doesn't detract from the kindness this young cop showed for another. Yeah, the cop was duped, but he still did the right thing.
