It wouldn't. Its been done before and all that happens is the well gets sealed. Underground explosions are performed at a depth where no radiation can be detected on the surface (which in this case would still be a mile below the sea).

They knew this from day 1. It is faster and cheaper than drilling a single relief well, much less 2.

There is a reason they haven't considered it, and it has nothing to do with effectiveness or risk. It is all about the $$$.
