I don't see why that's so hard to understand. Seriously..if you want to cut spending..then cut it. George W. Bush had both houses of congress in the Republican column and didn't cut spending. Quite the opposite..he raised it. What he cut was revenue.

If you want to raise taxes, then raise them. Obama had both houses of Congress in the Democrat column and didn't raise taxes enough to suit you.

Time and time again, most people in congress are more then willing to cut spending, in other people's backyards. Look at Bachmann..darling of the Tea Party. She's running around going "pork, pork, pork" yet she took over a quarter of a million dollars for her family's businesses.

Having the authority lay taxes and pay debts does not equate to being required to lay taxes and pay debts. A policeman has the authority to stop you for speeding, but he isn't legally required to stop you for speeding.
