There's a couple things wrong with the picture you're painting as far as the timeline and WMD chemicals allegedly found. First off, any mustard gas (or chemicals of that nature) in Iraq, came from us. We shipped it off to them via Britain between 1985 and 1989, so they would use it in their war with the Iranian's. So we know they had those WMD's during that time.

Anthrax, which will be the prime example used for illustration in this paper, was supplied in May 1986 and September 1988, ostensibly to the Ministry of Higher Education and the Ministry of Trade.
But here's the interesting thing about the spring of 2003...

The invasion of Iraq by the United States and Britain in 2003 was predicated upon Iraq’s possession of ‘weapons of mass destruction’ – the primary threat presented both to Parliament and the People being anthrax. This anthrax was exported to Iraq from the US, having previously been exported from Britain, where it had been tested as a biological weapon “because its capability to produce infection and death after the inhalation of spores had been demonstrated in the laboratory”. This information is well known to the US, Britain, and Canada, due to a trilateral agreement concerning biological research between the three nations.
We ship them the stuff, then invade because they're in possession of the stuff we shipped them. We hoped? But we were wrong about that too. According to Hans Blix, all WMD's that had operational capabilities were destroyed by 1993. And since we bombed them back to the stone age in Desert Storm, Iraq didn't have the infrastructure to make any themselves.

The bottom line is, after everything that has been said about WMD's in Iraq since 2002, if there were any found in that country, this would be the first thing you'd see the next day on every news station in the world...

Aided by the Public Citizen Litigation Group, the historian Stanley Kutler, who has written several books about Nixon and Watergate, sued for release of the transcripts of the testimony.[64] President Obama's justice department opposed the transcripts release on privacy grounds. Texas A&M University-Central Texas professor Luke Nichter wrote the chief judge of the federal court in Washington to in an effort release hundreds of pages of sealed records of the Watergate 7.
