You obviously don't see the difference. In 2012, Putin had someone run against him and he won the election.
This past election? One opposition candidate was killed 3 months before the election and the other candidate was banned from participating in the election, so Putin ran unopposed. That is how elections are held in dictatorships.
If Putin actually had someone run against him, then it would have been a legitimate election, but he didn't. And, because Putin was concerned that if there wasn't enough voter turnout, he wouldn't look legitimate, which is why the Russians protested by not voting.

Yeah the two are unrelated. One was favorable to Russia (2012) when Obama said that he would talk to them after the election.
The other one was NOT favorable to Russia, as 45 of their diplomats were kicked out of the country and they lost their little compound here in the States.
