Well, after reading this, I was very concerned so I had to go hunt for this list of third world dictators that were going to be funded, but I couldn't really find it. It would've been easier in the 1980s, because then it'd be pretty obvious who it'd be going to (Suharto, Hussein, Apartheid South Africa, Latin American military juntas, and other US client states), but nowadays I guess that list's gotten much shorter (With Mussharaf down who else is left? The Saudi Monarchy and Egypt?). But maybe you meant that of course, if it has to do with the third world then it must certainly be money for dictators, because, of course, all of us in the Third World are ruled by dictators. But either way, then I found that actually....

The Global Poverty Act is a bill currently in the U.S. Congress. The bill was introduced in the U.S. House of Representatives by Congressman Adam Smith in 2007. The version of the bill in the U.S. Senate (S.2433) is sponsored by Democratic presidential candidate and Senator Barack Obama.

The bill would require the U.S. President to develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the United Nations Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.

Several key organizations have been lobbying for the Global Poverty Act, including the National Wildlife Federation. The bill passed the Foreign Affairs Committee in July.

It's a bill to achieve the 0.7% of GDP aid target that the industrial world has been pledging for the past 40 years. Well, that killed my intrigue cuz it's never going to happen, but I guess it could be a step in the right direction. I think to date only the Scandinavian countries have ever come close to meeting the target, if the US did it would make such an enormous difference. And the majority of Americans seem to support it (at least according to the Program on International Policy Attitudes, Americans on Addressing World Poverty - World Public Opinion ).

But I still think Obama is a foreign policy super-hawk, and that blows.
