But after a week of budget vetoes that capped off her contentious first six months, South Carolina Republicans are accusing their governor of prioritizing her own fame and political interests over the state’s — stoking anger at home that’s creating trouble for her now and sowing the seeds of much bigger problems down the line.

The announcement that Haley inked a book deal between signing the vetoes didn’t help.

Several state lawmakers told POLITICO they were flabbergasted by Haley’s decision to veto a proposal to spend an unexpected revenue windfall on education and to replenish unemployment insurance funds borrowed from the federal government — especially since Republican leadership in the state House and Senate felt as if they had reached an agreement with Haley’s staff on the bill before she issued the veto. The Legislature overrode those, along with other vetoes that struck funds for the state arts commission and public television.

The result, said Pickens County GOP Chairman Phillip Bowers, is that “most members of the general assembly felt they’d been misled by Haley and her staff.”

“I’ve talked to a lot of general assembly members in the last few days,” Bowers added. “I can’t find any that trust the administration.”

“There’s a lot of people saying the staff is running a campaign instead of governing,” said Chip Felkel, a longtime Republican operative in the state. “What’s the book going to be titled? ‘How to lose friends and make enemies: My memoir’ by Nikki Haley?

“We used to have this problem with Sanford. He’d veto items in the budget that he put in there and asked us to pass,” said GOP state Sen. Larry Grooms. “We’ve had enough of this Sanford-esque discussion that’s going on between the governor and the Legislature.”

Haley said her goal was to limit growth in state spending to the rate of inflation plus population growth, a difference of $75.6 million from the Legislature's proposed $6 billion budget.

Haley's budget vetoes set out a number of policies:

&#8226; Better-than-expected revenues should go to tax relief, rebates or to pay off state debt

&#8226; Piecemeal adjustments to state education formulas are no longer acceptable

&#8226; Lawmakers should not use the state budget to restructure state government.
Many of the vetoes were not a surprise.

Haley repeatedly has opposed including the Arts Commission, S.C. ETV and the presidential primary in the state budget, for example.

Haley said she vetoed the bus money because the state will seek bids to privatize its school bus service.

Haley said she vetoed other items -- including $1.7 million for the University Center in Greenville and $1.4 million to help students transition from high school to college -- because the state already funds other, similar programs.
