EBT card has $100 value on it.
EBT card holder sells value to someone for $80.
Buyer takes card & goes to store and purchases $100 in eligible food and goods.
Buyer returns empty card to EBT card holder.

Card holder has $80 cash
Card buyer gets 20% discount on groceries.

Next month; wash, rinse, repeat.
