From a Seal Friend currently in Iraq:

New tactics are being used by the "insurgents" in Iraq. They no longer can get enough suicide bombers so they instead use people unknowingly, thus committing murder of Muslims in order to progress their own ends.

They use Mechanic shops as fronts, the unsuspecting Iraqi brings the car in for service. A bomb is hidden in the car, when the poor Iraqi citizen picks up the vehicle they are followed by a murderer with the detonation device. The murderer then picks the "proper" time and place to set off their new murder device.

It would be hard to hide a substantial charge in a vehicle without detection...so the threat has been diminished substantially for casualties...somewhat good news!

Getting the news out to the "Arab Street" would be a great boon to the US and their efforts to "win the hearts and minds".
