It appears you are both right and wrong. There is a new tax, but it is not on the sales price of the property.

No one who has income of $200,000 or more will pay this tax. No one who realizes zero gain (or takes a loss) on the sale of real property will pay this tax. Those who do pay it will be taxed on the profit from the sale, not the entire sales price, and this taxable amount will be reduced if a certain formula applies.

Over the next twenty years or so. However, anyone with half a brain understands that there are start-up costs, especially when the government is going to take on a portion of the responsibilities.
