Some people are going to scream about how unfair this is, but it makes good sense. If parents receive welfare benefits for children, they simply must ensure that the children make it to school. Simple. Of course, truancy isn't unique to welfare families, but this is a great place to start. If you see a 5th or 6th generation welfare family, where many haven't graduated high school, you can see where that is a big factor in why they have trouble competing for jobs. Children who stay in school are more likely to do well and even go on to college.

I expect the liberal lawyers to jump into action and claim this is against peoples' rights despite there being a law that children must attend school up to a certain age.

This would also tackle another problem if more states opt to adopt this policy. There are people who are double or triple dipping into the welfare system by living near the border or in a tri-state area. If they were made to prove their children attend school by states issuing them benefits, they'd have to pick one state since their children can't very well be in more than one school at a time.

This is a step in the right direction.
