If a State, municipality, local official or public worker receives a detainer request and the state, municipality, local official or public worker ignores and/or does cooperate with that request, then the state, municipality, local official AND public worker are all vicariously liable for any harm-civil, criminal or otherwise- the detainee causes to any US citizen or legal resident after the detainees release.
This would open states, municipalities, sheriff, DAs etc that do not cooperate with ICE and release an illegal to civil liability the illegal cause, such as wrongful death or vehicular homicide (DUI). If the states have to pay lawsuits watch how quick the start working with ICE.
