Teen girl dies in India after second rape by same attacker, police say
July 26, 2016 -- A 14-year-old girl died in India after being kidnapped and raped by the same man who was awaiting trial for raping her last year, local authorities said.
The victim, a Dalit, a member of the lowest caste in India, was kidnapped by the man in May, and her parents told police she was tortured and forced to drink chemicals, police told CNN. She later died in a hospital. Her death follows a similar attack on another Dalit girl allegedly gang raped a second time by the same group, spurring international outrage and scrutiny of how the men were allowed to make bail.

"How long will Delhi's girls be thrown to the wolves. This Nirbhaya was also raped by the system. Can anybody hear her scream?" said Swati Maliwal, chairperson of the Delhi Commission for Women in a series of tweets. "There are so many questions we can raise over the police action in this case. Why was the accused not arrested? Why was the Prevention of Atrocities Act not applied in this case?" Maliwal said.

The victim was allegedly kidnapped by the man who is accused of raping her in December, binding her hands and feet, and starving her while she was held.

India Detains Suspects in Gang Rape of Woman, Daughter
JULY 31, 2016 — Police in northern India said Sunday that they have detained 15 suspects after a woman and her 14-year-old daughter were gang-raped off a busy highway, the latest incident of sexual violence to shock the country.
The attack took place Friday night near the town of Bulandshahr in Uttar Pradesh state after the car the victims were traveling in was stopped by a gang of men with an iron rod, said senior local police official Daljeet Choudhary. The men dragged the woman, the daughter and three male relatives who were traveling with them to a nearby field. They then tied up the males and raped the woman and the daughter, Choudhary said.

He said several police teams were at work to ensure that the attackers were identified quickly. He gave no details about the detained men. The family was also robbed of money, jewelry and their cellphones.

The attack, which caused outrage across India, highlights the persistence of violence against women in the country despite tougher laws against sexual assault that were imposed following the December 2012 death of a young woman who was gang-raped on a bus in New Delhi.

After Friday's attack, opposition lawmakers in Uttar Pradesh accused the state government of failing to protect women and children. Akhilesh Yadav, the chief minister of the state, asked local police to ensure that the attackers are identified and arrested quickly.
