No, it follows the natural progression of characters that has always existed in the Batman story. Also the script was written at least three years ago and filmed before Romney was even the candidate. It is kind of a funny coincidence though.

In my opinion, the new one will probably be better. Just look at how much better Christopher Nolan's rendition of the Joker was, compared to the previous movies.

Nicholson was just a little too "campy" for me. He reminded me too much of the TV series.
