In the literal sense the meaning is 'new conservative'. Conservative representing those who are reluctant to change. That is why today's pseudo-liberal democrat lefties who like to believe they are cutting-edge are in reality neoconservative, espousing dated values and agendas from the 1960's and refusing to move forward and change with the times and empirical data.
