There's a computer prank out there that will allow you
to send a pop up Windows message to another user.
I know you have to execute it in the Run command "thingy"
but I don't remember what you have to type.

Anyone know what the hell I'm talking about?

Nope. It's not a software you download.
You only need to type a command in the "Run" section.

It works with a network (Like a work environment) where each user
is assigned a UserID. You can type some command that has that user id in it
and a message to appear on that persons computer.

Not worried about that. It will only show a user Id.
The person should figure it out after a few minutes.
It's harmless.
