The last time we had unemployment above 10.2%, I blamed the previous president.

In 1983, unemployment was 10.4% and I blamed Carter even though Reagan had been in office for over two years.

In 2009, unemployment just hit 10.2% and I blame Bush even though Obama has been in office for ten months

By this definition, "real" unemployment when the Republicans were in office was 8%-10%, not 4%, worse than France. But you didn't hear many on the right making this distinction when the GOP was in office.

I think you know me well enough to know that I'm not playing partisan games in saying this is the real rate of unemployment simply because Obama is President. I say this is the real rate of unemployment because this is the way they used to calculate unemployment officially. I don't care if it's a Democrat or Republican in office, this is simply a more accurate calculation.

Who is to blame again?

It's hypocritical to only blame Bush or to only blame Obama. At this point they're both equally responsible for this mess, though neither are the prime culprits.

They are not equally responsible, though you are right to say that neither are the prime culprits. But if you are looking for culprits, this mess happened on Bush's watch. Obama is trying to clean it up. He'll be judged on whether or not he cleans it up properly. Nine months on the job versus eight years under Bush is hardly an indictment of Obama.

Unfortunately, most people on a political forum want to assign political reasons for things that happen, including for things when partisan politics is a minor player, like the financial crisis. Though the politicians contributed to it, the financial crisis happened primarily outside of the political arena.
