The National Reconaissance Office, or another department of the US military (maybe Navy) has fallen victim to a closed cicle of corruption.
They were once introduced to Luciferiansim. The Central Intelligence Agency made this religion corrupt with sex and violence.
This faction of the US military believed that the corrupted version of their religion was real.
As a result, they have abused their weaponry to kill many civilizations. They have also mistreated Earthlings: teleported them, put them in vats to be tortured, and replaced them with holograms.
