In this example, it is not the nanny state killing the country it is the people who sue over getting hit with a football that are ruining this country.
The reason why they have to have these fines is due to liability reasons, of course you are too stupid to understand that. We give people free range to sue over getting hit with a football, we end up not being allowed to throw a football on the beach.
Why would they pass such a restriction? Did they get sued by someone injured on a county beach by an errant football or frisbe?
Be that as it may, it is only in a single county. The voters put those folks in office and if they don't like it, vote someone in who will change the law.
Why did they do it? The fine is $1,000.00. That's why they did it. In Los Angeles and the West Side failing to run a red light is a $480.00 ticket. You have to stop two feet behind the line or the little camera in front of you goes off. Blink, you're it. Running the red light is an $800.00 ticket. When it comes to creating laws to make money, the sky is the limit.
