The change on any federal legislation,budget,or referendum is that rather than house representatives and senators using their decision making skills without the input of the american people,each federal issue will be presented to the us citizens for vote. Then the majority citizens vote vote for each district will determine the representatives vote YEA or NAY. Then,the verification step of the process cituzens vote again to verify their vouce in the senatorial districts,where again,the verifying citizens majority vote will ratify any item,will the collective tabulated vote make the decision,for each district,and then collectively through the entire majority vote. Then,president signs and makes it into power,based on the voicw of the american people. House reps,senators,and the executive branch can make suggestions and proposals,but cannot be passed or validated without the collective verified citizens majority vote. State governments will be platformed same strycture.
