I must agree with the statement that internal reviews actually work IF they are finding problems, not the other way round.

Agreed. They need to get their "stuff" together on this. The place is below sea level and going to flood with a direct hit from a Cat 5 next time anyway, but they should at least be able to tell the people just what the levies CAN withstand.

Or maybe tell them not to build there at all, and back it up by refusing insurance to anyone who does.
