More than 5,000 evacuated in flood-hit N. Korea

    The recent flooding in the North Korean chinese border, caused massive damage to the people there. North Korea broadcasted the incident, a very unusual act, immediately.
    According to the North Korea broadcasting Agency, "Kim jong-il ordered the troops to help civilians in distress." and " Kim Jong-il order were followed by dozens of air force jets and the Navy vessels to conduct a massive rescue operation in the flooding area."
    Does that mean that the North Korean civilians were saved from harm and should thank their great leader just because Kim ordered a rescue mission?
    Where was Kim during the past then his people were suffering from severe devastation and travation?
