Seems President Trump’s executive order directing agencies to submit reorganization plan to improve “efficiency, effectiveness, and accountability,” is causing some major shakeups at the State Department. One can read the entire article but this one little tidbit jumped out to me:

Military assistance: State determines which recipient countries to target and how much they should receive, with DOD carrying out implementation; DOD runs parallel military assistance program over which State has little influence.

Get that? Another case where two departments provide the same service. And I can tell you from personal experience that State and DOD DO NOT in any way work together in this field as I served in the DOD agency in an American embassy.
