As an invited foreign worker with an L1B permit, in the IT industry, twice extended for three years each, let me say this, and let me emphasize that this is strictly anecdotal, based on observation:

#1. No shortage of American talent.

#2. The company I worked for was, is and always will be prosperous with or without foreign born talent. While I was foreign born when working there, as an invited guest, I was not "highly educated", - but simply a self-taught high school drop out - who developed a software that the company found useful.

#3. The People I worked with needed no protection from government. Their work was the only protection they needed.

If I had a dime for all the times I was asked to proof read and correct reports written by H1B guest workers, I would be rich.
