Fisker bought the plant back in 2009. As of now they are supposedly wishing to hire 120 workers for 2012 and then a further 80 next year. When this started Fisker claimed the Delaware plant would employ "thousands"- his words. So what's up? Two years in and they are only looking at 200 employees?

Mmmmmmaybe. I personally think that batteries are old hat. Fuel cells and possibly hydrogen are the future, not technology from the turn of last century. But hey I'm a technologist. I think about what can be, not what was great 100 years ago.
