The fault doesn't belong to one person but rather with the police chief/department, the mayor and the community. If morale is low then they all need to do some self reflecting. There is a prejudice in how the police handle and react to the black community. The question isn't whether there is a difference but whether there are legitimate reasons why. If so, what responsibility does each party hold in changing those dynamics.
