Diplomats- and their children born here- are not subject to the jurisdiction of the United States- nor were American Indians who were not taxed(living on sovereign land).

The United States has complete jurisdiction over foreign nationals while they are in our country- we can arrest them, imprison them, eject them and even execute them.

Exactly. It doesn't include the ambassadors or foreign ministers. But it did include every other class of person.

Look again. It doesn't say 'foreign or alien or the families of ambassadors'. It says 'who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States'.

Its classic apposition, in which two noun phrases are placed side by side, with one element serving to identify the other in a different way.

The issue of who would be considered a citizen was debated. And this was the final word on the issues you're raising:

Please note 'children of all parentage whatsoever'. With the wording of the amendment adapted to its current form in response to this position.

The USSC in Wong Kim Ark came to the exact same conclusion, that even someone born to foreign parents in the US was a US citizen at birth.
