Responding to Bonnie's post. It seems to me that the 'executive branch' in Article II is charged with securing the safety of the American people, through all available means. The caveate is funding by Congress, which even today is not being denied, even with the NSA flap, instead the argument is that the administration should come to the Congress, with its sieve like proclivities available daily in either the NY Time or WaPo or both, for permission to do what they are already doing. Sorry, I side with the admin. on this one.
