In response only to the literal statement in the OP, I agree. McConnell has abused the power he has been awarded as leader of the Senate by nonfeasance, misfeasance and/or malfeasance - depending on how one saw his use of the Senate Rules.

Clearly McConnell has a conflict of interests in his support of Trump. Trump appointed McConnell's wife, thus he has a fiduciary interest in keeping Trump happy, and his failure to bring President Obama's nominee for the Supreme Court as stated in Art II, Sec. 2 and Clause 2. A clear influence that the Senate has a duty to perform each of the duties outlined in this clause.
