Humane Society of the United States explained the individual forward leaps that this bill makes for the state: "The new law makes aggravated cruelty to dogs and cats a felony on the second offense; allows the courts to require animal abusers to receive psychological counseling and ban them from working with animals; allows shelters that house seized animals to receive financial restitution from the offender for the cost of caring for the animals; provides simple misdemeanor penalties for cruelty and neglect of all animals; and — for the first time in Mississippi history — outlaws keeping dogs outside without adequate shelter."

How about fighting chickens?

Republicans took the teeth out of the anti fighting chickens law in KY.

As far as I know, chickes are animals in MS.

They are not treated the same under laws.

Try wringing a dogs neck plucking out its fur and eating it and see what happens to ya.

That sounds like the Baekgu special at the local Korean restaurant.

Don't you mean the Bichon special?
