Migrant buses are being funded by charities and local Mexican authorities.

This is the only article I've found that has enough detail to identify who is paying for the chartered buses to Tijuana. It is from a French news organization. This is important because if this is true (again I only found this one article) Mexico is creating a humanitarian crisis because Tijuana does not have the resources to handle 5000 migrants. The shelters in Tijuana are already full. They need to stay in Mexico or go back to their country of origin.

He still could be, funneling money to charities. Somebody is paying and Mexico seems to be at least involved in organizing the buses.

No wrong he is not paying anything yet, the orgs that he funds some are helping pay for whatever is needed. This is probable being paid by the org that John Soros runs in Calif.
