This is the only article I've found that has enough detail to identify who is paying for the chartered buses to Tijuana. It is from a French news organization. This is important because if this is true (again I only found this one article) Mexico is creating a humanitarian crisis because Tijuana does not have the resources to handle 5000 migrants. The shelters in Tijuana are already full. They need to stay in Mexico or go back to their country of origin.

The caravan is organized by a group called Pueblo Sin Fronteras, which is supported by the coalition CARA Family Detention Pro Bono Project, which includes Catholic Legal Immigration Network (CLIN), the American Immigration Council (AIC), the Refugee and Immigration Center for Education and Legal Services (RICELS) and the American Immigration Lawyers Association (AILA) – thus the acronym CARA

Three of the four receive funds from Open Society Foundation, Soros baby.
