Governor Rick snyder signs bill giving broad new powers to emergency financial managers

LANSING, Mich. (WXYZ) - Governor Rick Snyder has signed a bill giving broad new powers to emergency financial managers appointed by the state of Michigan to run struggling cities and schools, including the ability to terminate union contracts.

The bill was signed as thousands of union protesters rallied inside and outside the Capitol to protest the bill.

Vulnerable cities like Ecorse, Highland Park and Pontiac could get Emergency Financial Managers. This problem is so serious across this state, more than 60 communities that are on a Michigan Department of Treasury special watch list. Hamtramck is once again in danger.

In Hamtramck, City Manager Bill Cooper’s position was created out of the financial crisis. The city fell in to receivership but emerged five years ago. He says the city fell in to debt when the emergency manager was here. He says they are still digging out from under it. “The Emergency Manager does the short-term fixes and leaves, a lot of them don't look five or ten years down the road.”

65 people have been trained as Emergency Managers and Cooper says the state is preparing to train 150 more.

How can the state grab power from the municipalities when the state granted their power to begin with? The state created them, the state can destroy them if they wanted.

the local offices have always had their power delegated to them directly from the states.

Yep, We have had a few cities here in Michigan. Where the State Police took over. Arrested half the local cops and Officials. Unlike the States to Fed Relationship. Municipalities are not independent Powers. They do not share power with the States, they derive their power from the states.

Expect to see more and more of this around the country. The left will scream and yell and call it a war on Unions, and to a point they will be right. The plain simple Truth is these budget problems are massive, and state after state. A huge driving part of the Problem is Wages and Benefits, Pensions, Etc paid to state employees.

You can not cut state budgets and not cut the amount the state pays its employees, or cut the number of Employees. As believe it or not, Wages and Benefits is the least essential thing states spend their money on. What would you have them cut instead? Food assistance to the poor? Medicaid? emergency Utility assistance? What ?

Or maybe you think we can just tax "the rich" some more and take care of it?

lol

This state has had it's guts ripped out. Michigan was hit perhaps harder than any other state by the Slow death of US manufacturing. A big part of the cause of that death, is Union Contracts making competing in a global Market difficult, and Government Regulations.

For the last 12 Years we had a Democrat Governor, who raised taxes, especially on Business and "the Rich" The Result was the loss of 25% of the Businesses that were here Before she took office. She gave us the Second Highest Business taxes in the Nation, Her Admin Gave the Public Sector Unions sweet heart Deals, and now this state is in A deep hole.

So the govenor realizes he screwed the economy up and is trying to fix his mistakes. Sounds reasonable to me.

How did this newly elected governor screw up the economy when the Michigan economy has been in shambles for over a decade?

He doesn't care he's downing in his own stupidity. Governor Synder has only been in office since January before that he was not in poilitics.

YES...what sacrifice are any of these Governors asking of the wealthy? In Wisconsin Walker cut the pay of schoolteachers, nurses and other public employees and handed the rich THIS:

Since his inauguration in early January, Walker has approved $140 million in new special interest spending that includes:

* $25 million for an economic development fund for job creation that still has $73 million due to a lack of job creation. Walker is creating a $25 million hole which will not create or retain jobs. [Wisconsin Legislative Fiscal Bureau, 1/7/11]

* $48 million for private health savings accounts, which primarily benefit the wealthy. A study from the federal Governmental Accountability Office showed the average adjusted gross income of HSA participants was $139,000 and nearly half of HSA participants reported withdrawing nothing from their HSA, evidence that it is serving as a tax shelter for wealthy participants. [Government Accountability Office, 4/1/08; Wisconsin Legislative Fiscal Bureau, 1/11/11]

* $67 million for a tax shift plan, so ill-conceived that at-best the benefit provided to job creators would be less than a dollar a day per new job, and may be as little as 30 cents a day. [Associated Press, 1/28/01]

Walker made numerous statements before and after his election as governor criticizing borrowing schemes as a means of balancing the state's budget.

"Labor is the United States. The men and women, who with their minds, their hearts and hands, create the wealth that is shared in this country—they are America."
President Dwight D. Eisenhower

The reason states are in financial trouble, and the reason the country is deep in debt is because of a lack of revenue. WHERE do we get the revenue we need? From schoolteachers, nurses, EMT's ???

What is wrong with this picture?

Revenue comes from taxes on businesses and on taxpayers.

If you don't have a good environment for business they will leave.

On the other hand most taxpayers stay so they get stuck with higher and higher taxes to fund everything.

The public sector unions don't seem to care how high the taxes are as long as their members get the sweetheart deals.

I think you will find more and more States will be doing what WI and MI are doing.

Some people just can't grasp the situation and are stuck in the past, they can't understand that the federal, state and local governments are broke. The northern industrial states have to change their model, which is unsustainable. You can't keep raising taxes on people, things have to change, but we get libs that are blind to reality, and all they do is claim we are stealing money from the poor. They cannot face the real problems we have.

Kneejerk reaction is it's over-reaching government and dangerous.

But on a deeper look, Michigan is in peril! They are fucked and drastic dranconian changes must be enacted. Heck not even Robcop could save Detroit at the moment. Let's see how it plays out for a while. If the state turns around, then I am for it!
