Luis Guillermo Fortuño Burset (born October 31, 1960) is the governor of the Commonwealth of Puerto Rico....After winning the primary, he picked up momentum within the Republican Party ranks in the U.S. when he received the endorsement of Ed Gillespie, head of the Republican National Committee....In a televised speech on March 3, 2009, 60 days after having been sworn in, Governor Fortuño announced his Fiscal and Economic Recovery Plan which included reducing the government's annual expenditures by more than $2 billion at the start of the next fiscal year in July 2009.

For months, I have trumpeted this true conservative...and hope that he is on soon-to-be-President Romney's radar.

Here is last night's interview on the John Stossel show...

1. “We actually did what every American family does at home…we stopped spending more than we were taking in.

2. We focused on what was important…we started lowering taxes.

a. In three years time we have cut our state budget deficit by 90%!

b. We are on the road to balance our budget next year


3. I cut my own salary by 10%...I froze everyone’s salary…I cut dramatically all contracts, leases, merged agencies….we had to let go people, and we provided a mechanism for others to leave and actually set up their own businesses. At the end of the day, they’re making a lot more money, and it makes a lot more sense for them and for taxpayers.

a. In three years, 39,000 fewer people now work for the government…12,500 were fired.


4. When you are used to the government taking care of everything, you wonder what’s going to happen the next day…but, the next day, if we set up the proper conditions, you set up your own business, or you work for somebody else’s business.

5. Proper conditions included simpler rules…such as permitting process. It used to be 28 permits to open a store, now you go to one office, or you can do it online.

a. A lot of businesses that fled are now returning: Wal-Mart, Costco, CocaCola, drug companies….

b. It makes sense to set up a business where you’re wanted, and where it is simpler, and where you can keep more of your own hard-earned money.


6. It makes sense to get your fiscal house in order, to simplify the rules of the game, so that people can actually invest, grow their businesses, and create jobs.


7. People called you a fascist, a nazi, after the firings…a poll last year had you down 22 points to your likely opponent…but this year you’re dead even.

a. I’m convinced that if you create the proper conditions, create the jobs in the private sector, lower taxes, the votes will come around. And that is what is happening.


8. Over time voters see results. Our toll roads were not maintained, not well lit, so we provided a 40 year concession to a private sector company…they are much better now. Next month, we’ll do the same with our main airport.

a. We’re doing it with the penitentiaries. And school construction and maintenance.

b. It works.”

He can't be the Vice President because he is not a U.S. born Citizen.
If Puerto Rico became a state then he could be.

Truthmatters: First, truth does not seem to matter to you. If you were as ``stupid`` as Sarah Palin, you would be rich, part of the 1% you hate and envy so much. Governor Fortuno actually looks healthier and less skeletally thin than the unfortunate President who must eat the politically correct crap dictated by his bottom-heavy wife.

1. "The 14th Amendment defines citizenship this way: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside." But even this does not get specific enough. As usual, the Constitution provides the framework for the law, but it is the law that fills in the gaps. The Constitution authorizes the Congress to do create clarifying legislation in Section 5 of the 14th Amendment; the Constitution, in Article 1, Section 8, Clause 4, also allows the Congress to create law regarding naturalization, which includes citizenship.

Currently, Title 8 of the U.S. Code fills in the gaps left by the Constitution. Section 1401 defines the following as people who are "citizens of the United States at birth:"

Anyone born inside the United States *
Any Indian or Eskimo born in the United States, provided being a citizen of the U.S. does not impair the person's status as a citizen of the tribe
Any one born outside the United States, both of whose parents are citizens of the U.S., as long as one parent has lived in the U.S.
Any one born outside the United States, if one parent is a citizen and lived in the U.S. for at least one year and the other parent is a U.S. national
Any one born in a U.S. possession, if one parent is a citizen and lived in the U.S. for at least one year
Any one found in the U.S. under the age of five, whose parentage cannot be determined, as long as proof of non-citizenship is not provided by age 21
Any one born outside the United States, if one parent is an alien and as long as the other parent is a citizen of the U.S. who lived in the U.S. for at least five years (with military and diplomatic service included in this time)
A final, historical condition: a person born before 5/24/1934 of an alien father and a U.S. citizen mother who has lived in the U.S.

Separate sections handle territories that the United States has acquired over time, such as Puerto Rico (8 USC 1402), Alaska (8 USC 1404), Hawaii (8 USC 1405), the U.S. Virgin Islands (8 USC 1406), and Guam (8 USC 1407). Each of these sections confer citizenship on persons living in these territories as of a certain date, and usually confer natural-born status on persons born in those territories after that date. For example, for Puerto Rico, all persons born in Puerto Rico between April 11, 1899, and January 12, 1941, are automatically conferred citizenship as of the date the law was signed by the President (June 27, 1952). Additionally, all persons born in Puerto Rico on or after January 13, 1941, are natural-born citizens of the United States. Note that because of when the law was passed, for some, the natural-born status was retroactive."

The Gov. of Puerto Rico isn't.

That's asking too much. She's never made a substantive post in all her worthless hours here.

The governor is way outside of what Romney is probably looking for. And that is someone with Washington experience to guide legislation, ala Dick Cheney. That's why Portman is so attractive. Or Ryan.

Conservatives that act to keep solvent , and in the proper perspective thie real function are a bane to Statists.

I applaud this Governor, and others that are doing the right thing for thier constituients.

Statist Governors could learn a few things about responsibility from these people.

Nobody's heard of the guy. And Puerto Ricans vote Dem.

It has long been rumored that this man is on Romney's short list for VP. I enjoy listening to this leader speak and he has an energy about him, that makes one sense he knows from whence he speaks. Plus he has a record to run on, as PC and John Stossel have illustrated. The stronger our economy, the better for all that depend upon it, for survival.
