What records would those be? Sales taxes are paid by those who consume - and consumers are made up of rich and poor alike. Property taxes? Paid by property owners - both rich and poor. Gas taxes? Paid by those who use gasoline.

An individual's consumption habits are not tied to their income in a given year. There is probably a correlation (people with more disposable income tend to spend more, or own more expensive property, thus paying more taxes). But there's no data to prove it empirically. The IRS isn't tracking the purchasing habits of 300 million individuals and crosswalking them to their respective income quintiles.

So I don't know what "records" you're talking about.
