Its not really a gamble since you know you're not going to win. Its a tax for idiots who complain about taxes. I'd rather save and invest in things where I have a chance of increasing my bet.
 
My brother won $1,000 on a $20 scratch-off. Of course, he's probably behind the game considering all the cards he buys LOL.

We drove to the Lottery Commission office in the State Capitol. He had to fill out a bunch of paperwork and they gave him a check for $1,000 minus his estimated Federal and State taxes.
