Currently, MA state employees don't have collective bargaining rights for healthcare benefits, but municipal workers do. The new law allows muni officials to change current co-pays, deductibles, and certain other out of pocket costs, if it doesn't exceed what the state workers have to pay.

The law says the munis have to conduct a month long discussion with the union before making any changes. If they can't agree, a 3 person panel made up of reps from both parties and a neutral party will implement the changes.

This is Massachusetts, bluest of the blue states. The wave of the future is here. The dem governor hasn't signed the bill yet, he has 10 days to review it.
