Yeah, but he has to get it declassified FIRST before letting it out into the public domain. When Trump revealed classified information about Israel to the Russians in the Oval Office, he hadn't declassified it first.

All he had to do is say "I declassify this information." There is no process to declassify information outside of the President's desire to do so. From Politifact:
