Twenty-five-year-old Mohamed Hersi was to board a flight to Africa on Tuesday evening, bringing his Canadian passport, a spotless record and his university-educated mind.

His boarding pass said he was bound for Egypt. But police never let him leave Toronto’s Pearson International Airport, arresting him on allegations that he was actually en route to becoming a terrorist in Somalia.

However, sources suggest police received a significant tip from what’s known as Canada’s “suspicious incident reporting system.”

Sometimes a missing security badge is just a missing security badge. But if badges belonging to five different employees vanish from transit authorities in five major municipalities, it might be the harbinger of something to come.

If no authority analyzes that information, however, will any agency take action?

Responding to national security threats requires timely information. Investigators and intelligence agencies, however, have struggled to break down some of the walls that prevent information sharing and collaboration. And with over 80 percent of Canada’s critical infrastructure either privately or provincially owned, national and local authorities, let alone private firms and public agencies, have had challenges sharing their information.

This national database encourages people who work in critical sectors, such as energy utilities and mass transit systems, to phone in suspicious activities to local police. The Toronto Police Service’s Intelligence Unit – more familiar with gangs and drugs than international terrorism – is being credited for running down this lead, prior to presenting a well-developed case to federal counterparts.

The pre-emptive police measures to keep Mr. Hersi in Canada are influenced by the context of the past cases about suspects who got away. Dozens of young Western Muslims have lately disappeared from major cities in the West – Minneapolis, London, Berlin and Toronto – to flock to the front lines of Somalia, police say.

They slipped away quietly, not telling family or friends where they were going or why.

Days later, the young Somali men turned up in their homeland to bear arms with Al-Shabaab, a terrorist group linked to Al-Qaida. Counterterrorism officials worried that they might return to carry out an attack on U.S. soil.

A year ago, that was the disturbing scenario unfolding in Minneapolis. It spurred the largest federal anti-terrorism investigation since Sept. 11, and investigators spent months connecting the dots to determine who recruited about 20 local Somalis to jihad.

Now it's clear that the Twin Cities disappearances were far from an isolated case.

From Sweden to Australia, officials are beginning to grapple with the reality that young Somalis in their countries have been doing the same thing.

Dozens of Somali men from Great Britain reportedly received terrorist training in Somalia during the past year, with some returning recently to London. Twenty more left Stockholm in the past six months to join the Islamist insurgency in Somalia. A handful have been killed.

Last spring, four Australian citizens were arrested and charged with plotting to attack an army barracks after at least some were trained in Somalia. In the past few weeks, six young Somali men slipped away from their homes in Toronto, flagging officials worldwide that efforts to feed jihad in Somalia with Somalis living abroad have not stopped, and were not limited to the United States

Canada's terrorism laws are pretty strong. We will close this door and any that get through will NOT be coming back.

This is what changed Canada's thinking.

"We are an Al Qaeda family." So spoke one of the Khadrs, a Muslim Canadian household whose near single-minded devotion to Osama bin Laden contains important lessons for the West.

The terrorism-related activities of other Khadr family members — wife, one of two daughters, three of four sons — complement their patriarch's record.

Wife Maha Elsamnah took her then 14-year-old son Omar from Canada to Pakistan in 2001 and enrolled him for Al Qaeda training.
Daughter Zaynab, 23, was engaged to one terrorist and married, with Osama bin Laden himself present at the nuptials, a Qaeda member in 1999. Zaynab endorses the 9/11 atrocities and hopes her infant daughter will die fighting Americans.
Son Abdullah, 22, is a Qaeda fugitive constantly on the move to elude capture. Canadian intelligence states he ran a Qaeda training camp in Afghanistan during the Taliban period, something Abdullah denies.
Son Omar, 17, stands accused of hurling a grenade in July 2002, killing an American medic in Afghanistan. Omar lost sight in one eye in the fighting and is now a U.S. detainee in Guantánamo.
Son Abdul Karim, 14, half-paralyzed by wounds sustained in the October 2003 shoot-out that left his father dead, is presently prisoner in a Pakistani hospital.

Like other Al Qaeda leaders, Khadr disappeared from view soon after 9/11. He spent two years on the lam, reappearing only in October 2003,when Pakistani forces unexpectedly found that the DNA of one unrecognizable corpse from a bloody shootout matched Khadr’s.

Pause here, for a National Post op-ed,15/4/04, made a telling point back then.
‘… The Khadr family last week strolled into Toronto waving a Canadian flag of convenience in their search for a surgical suite.
Elsamnah Khadr should be about 20 years too late to claim medicare for her 14-year-old son Karim, crippled in the 12-hour gunfight that claimed the life of his father, a notorious terrorist fundraiser.

And there’s not much doubt she’d rather be elsewhere. Having deemed Canada unfit to raise her children lest they become drug addicts or, apparently worse, homosexuals, she left in the 1980s to expose her four sons to the joys of al-Qaeda training camps.

But her son’s injury and the lure of free health care have forced her to return to a country she considered unworthy to live in and enter an Americanized culture her husband was allegedly committed to destroy. And that has caused a fury in the land, mixed with taxpayers’ sense of helplessness as they watch Ontario Premier Dalton McGuinty reluctantly cave to citizenship laws requiring him to extend the perks and privileges afforded any bonafide Canadian.

Clearly, the words of this matriarch and her outspoken daughter, the actions of her deceased husband and terrorist-suspect sons, and the notoriety of their infamous ringleader friends render the entire clan unworthy of citizenship or its benefits.
Sure, you feel for the son in a wheelchair. Even if he was actively engaged in the gunfight that caused his injury, this is a kid who was captive to an upbringing that undoubtedly forced him to graduate from toilet training directly to terrorist training. But the sins of his father are so many and this misuse of citizenship of such brazen self-interest, they lack any legitimate claim to Canadian compassion.

Various Khadr family members have worked as bin Laden confidants, injured Americans, raised funds for al-Qaeda, applauded the 9/11 tragedy and declared suicide bombing to be a public service. Elsamnah Khadr has been quoted as hoping her children die as martyrs to their extreme Islamic cause.

Nothing about this warped thinking fits with Canadian values. The only overlap is how Canadian tolerance and compassion allows this situation to develop and persist. If you visit the government Web site on citizenship, you will be told our core values are respect for cultural differences, freedom, peace, law and order and equality. In the Khadr world, a premium is placed on fighting and dying.”

Kalam states these are simply misguided Muslims who are simply defending themselves as victims of the West. There is no fifth column. They just leave to fight because they love the West.
