Ethanol does not lower the octane - it lowers the btu per pound but the octane rating is actually increased. Ethanol, the feed and fertilizer that are by products are cost effective when the appropriate crop is used to make it. Yea it goes back to 1862, In the U.S., a special tax is placed on industrial alcohol by the Union Congress to help pay for the Civil War. The tax is $2 per gallon and this makes ethanol fall out of favor as a fuel in the U.S. ethanol was commonly used in lamps.
