Banks Sought Foreign Workers As System CrashedMajor U.S. banks sought government permission to bring thousands of foreign workers into the country for high-paying jobs even as the system was melting down last year and Americans were getting laid off, according to an Associated Press review of visa applications.

The dozen banks now receiving the biggest rescue packages, totaling more than $150 billion, requested visas for more than 21,800 foreign workers over the past six years for positions that included senior vice presidents, corporate lawyers, junior investment analysts and human resources specialists.

The average annual salary for those jobs was $90,721, nearly twice the median income for all American households.

As the economic collapse worsened last year—with huge numbers of bank employees laid off —the numbers of visas sought by the dozen banks in AP's analysis increased by nearly one-third, from 3,258 in the 2007 budget year to 4,163 in fiscal 2008.............

During the last three months of 2008, the largest banks that received taxpayer loans announced more than 100,000 layoffs. The number of foreign workers included among those laid off is unknown. Foreigners are attractive hires because companies have found ways to pay them less than American workers.

The use of visa workers by ailing banks angers Sen. Chuck Grassley of Iowa, the senior Republican on the Senate Finance Committee. "In this time of very, very high unemployment ... and considering the help these banks are getting from the taxpayers, they're playing the American taxpayer for a sucker," Grassley said in a telephone interview with AP.

Grassley, with Sen. Richard Durbin, D-Ill., is pushing for legislation to make employers recruit American workers first, along with other changes to the visa program......The rest of the article.....

View from DC: Grassley ripped on foreign worker amendment
2/16/2009

By Jane Norman

..................In a coincidence, U.S. Attorney Matt Whitaker in Iowa on Thursday announced the arrests and indictments of 11 people in six states, including Iowa, as part of an investigation into H-1B visa fraud. The government is alleging that an information technology company, Visions Systems Group Inc., which has an office in Coon Rapids, Iowa, told the government that high-tech workers from overseas would have jobs in Iowa. Whitaker said the government alleges the workers actually were in offices on the coasts, where wages are higher, and they dislocated U.S. workers by undercutting their pay.

Aides to Grassley said the arrests demonstrate exactly the abuse the senator has been criticizing.

Reverberations from the Grassley-Sanders amendment reached all the way to India, where opinions were divided as to whether it would have much impact on the many professionals who want visas. It's not clear how much hiring is going to be done anyway by struggling banks involved in the bailout.

At home, the language was tougher. Forbes staff writer Megha Bahree in a commentary called the amendment a "witch hunt" and wrote that when foreign workers are sent packing, they will take their entrepreneurial ideas and energy to other countries. U.S. News and World Report worried over the idea as well.

Not only that, but are you aware that out of the 800 billion dollar spending orgy, NOT ONE DOLLAR is being spent on illegal immigration... NOT ONE DOLLAR!!!

And don't expect any either. The liberals stripped the E-Verify requirement out of the bill in secret behind closed doors, so illegals will take 1 in 7 of the construction jobs created with this spending bill, among other jobs, so that ought to tell you what the liberals in Washington think of you.... yeah.... you, the American worker, can go FUCK yourself.

That's all well and good to hire American workers, but they have to remain competitive. American workers may have to be willing to accept a lower salary to compete with H-1B workers. I don't know how it is in banking, but in the high-tech business there aren't many skilled Americans to choose from so you have to hire H-1B workers because there just aren't enough qualified Americans available.

How high tech are you speaking about??

We maximize the value of new technology to exploit business oppotunities by integrating solid business experience with creative new applications. What I get from this statement and the information concerning the current charges is.

This company is more than willing to exploit our system be creative in making applications in an illegal manner to cut out the American workforce.

If that is what this proclaimed to say that American workers cannot compete in order to make assholes such as these a profit, count me out.

Next I think we should look into who owns this company???? How much money did they con out of taxpayers to get them into those office buildings throughout the country???? So they could be creative, count assets, run IT systems, exploit and slice out American's while they were at it.

As for banks wanting to give away free passes in favor of workers from other countries, has anyone considered why American's are not always willing to work at banks who are stripping peoples assets???? I have. My son answered that question ten years ago. "Mom I can't do this to people and sleep at night."

It's unfair and darn right cruel to ask Americans to compete with foreign labor markets. Some of those people are making .42 cents and hour! We need to Stop Out Sourcing and stop bringing in Cheap illegal alien labor, and cut off HB1 Visas until this mess is sorted out. I say, stop all immigration to the United States until this mess is figured out and we have solutions to our own financial problems.

Call Your Representatives and complain!

I agree American workers might have to take a little cut in pay, but I wouldn't say they should have to do it simply because of H-1B workers. I'd say rather either cut back or eliminate H-1B workers. We DON'T *need* them. There's plenty of highly skilled, unemployed American workers right here, right now, that can do those jobs.
