For 2015, Department of Transportation estimates a total of 9 bil. or so total US lane miles. A four lane highway has four lane miles per, for example. There are easily over 2 mil. miles of existing roadway already. That 0.5% figure starts to surface again, regarding just how much the Republicans plan to improve matters. 8000 four lane miles is not a lot.

So in California, the train project already counts as money already spent, and so the state gets a surplus windfall of $2.0 bil. to match the train-funding already spent. Basically the $2.0 bil. covers the cost-overrun, reported last month. Nothing new at all happens.
Effectively, In the Trump Plan there is even a lot of room to agree that mostly: USA had already started to become great again. The onset was that the Republicans--just like Herbert Hoover--had created the mis-spending debacle in the two basis-free wars, and the housing bubble. In came Obama-Biden--though not admitting that the "Infrastructure spending" on the roofs on the crappers in the parks at Mammoth Mountain, in California, was way too little too late to be of much help. It was likely visible by about: 0.5% of just the tourists even visiting at the parks.
The 0.5% and less is a bit too late to be of much help, with much of anything.
