Very true. But the difference is that when there is a public health/safety threat, sworn officers show up. Construction workers often bypass working in the rain much less widespread threats.

BUCS cares nothing about these people it seems and decides to use them as a footstool (i.e. soap box) to preach his sermon of hate. But if he causes one person to think twice about giving these people a harder time than otherwise the next time they encounter a PO...its worth it to sit here and skip over his long stale tirades.
