Because people that hang aroung a place for no particular reason makes other people feel uncomfortable.

For instance - when you are in a supermarket - you should be shopping for groceries - not hanging around .

It makes law-abiding people nervous.

Just my take.
 
I usually loiter while the wife does the shopping.
Wandering up and down aisles looking at brightly colored packaging, reading ingredients, chatting with the ladies decorating cakes.

Got bored at Wal Mart and took a folding table and chair set off the shelf, set them up and proceded to look like I worked there. Sales clerk thought it was hilarious.

Loitering is my forte.

Grow up, there are loitering laws everywhere.
