It doesn't - and neither does the inane law that they passed. I am a Private Pilot and I take flying and safety very seriously. That law is a complete waste of time.

No, because it is unenforceable.
It takes only about five seconds of thought to see that Rhode Island Senator Sheldon Whitehouse's amendment to impose federal penalties — up to a five-year prison sentence — for attempted plane zapping would be completely useless. How exactly would it be enforced? Would pilots who get lasered in the air contact a federal anti-laser-pointer task force on the ground? Would Tommy Lee Jones be recruited to lead the manhunts? And if a local cop somehow caught a 12-year-old goof-off trying to Luke Skywalker a 747 with a laser pointer he stole from his corporate mom, would the kid go to the federal pen? Sure, it's conceivable that someone with truly menacing intentions would point a laser into a cockpit. But does Congress think there's nothing in the existing federal code that would allow him to be prosecuted for trying to blind a pilot in midflight?

It seems to be about the same degree of enforceable as shooting at a plane.

But if we make the laser pointing thing illegal how will the young terrorists get practice at "painting" a plane for an laser guided Sam?

i thought that one was pretty funny, too. seems to me you can say that about any law. so i'm figuring it's all about the 'ihategovernment' stuff.

i'm just wondering if he thinks there shouldn't be any immigration laws, too... you know, since they're unenforceable.

rand isn't very sharp.
 
We aren't talking about cat toy lasers, Zander. Seems to me, step one would be to restrict the sales of potentially harmful lasers and regulate their use.

Yanno, like we do with other dangerous instruments?

b/c its not going to stop anyone from doing it and even if someone got caught doing it (which will never happen) they could have been charged with any number of other laws.

According to the FAA there were 2836 incidents where someone used a laser pointer to target an airplane in the last 2 years. Given the fact that there were 0 major accidents involving aircraft in the last 2 years I would say that they incidence of fatalities from laser pointers and aircraft hovers somewhere around 0%.

If somehow somebody did bring down a plane with a laser pointer, and they managed to catch him, I am pretty sure they would have little trouble finding something to charge him with. Murder comes to ming, and I am pretty sure they could stretch one of those new terrorism laws to cover it without actually causing anyone's head to explode, including mine, and my head routinely explodes when I hear about the government charging people with things.

Why, exactly, do we have aneed to go out and right another law to cover this?
 
How many cases of people looking at kiddie porn did we have in the past 2 years?
How many children were actually harmed by this?

They caught one guy who was stupid enough to keep targeting a CHP patrol plane enough times that a joint task force of the FBI, CHP, US Air Marshall, and the Joint Terrorism Task Force. He is charged with attacking the same plane 206 times, and probably did it from his back porch. Wanna guess how long it took them to track him down?

Laser Pointer Safety - News of incidents, arrests, etc.

There is no way to track a laser by site, and you cannot track it by triangulating on it. Out of the 2836 incidents the FAA knows about they have only caught one person, and he is actually facing more jail time than this law would have given him. If I were him I would petition to be charged under the new law so I wouldn't have to face 20 years in prison.

Immigration laws are not unenforceable, they are just unenforced.
